What Does This Mean?
Twitch slang for a streamer, and by extension a generic name for a person of a given kind, often used as a snowclone such as "react Andy" or with a viewer count such as "4K Andy". It originated as a nickname for people who appeared on one streamer's broadcasts and later became a generic label for any streamer.

LORE & ORIGIN
Wiktionary traces it to early 2017 on IRL streamer Ice Poseidon's Twitch streams, where comedian Andy Milonakis appeared often and was nicknamed "Sitting Andy" in June 2017; the audience then called anyone appearing on the streams "Andy", and by late 2017 the word had spread to other channels as a generic term for a streamer.
