Traces back to a word-count writing game invented in 1988 by the Birmingham University SF Group, a British science-fiction fan club, originally as a party game with the constraint borrowed loosely from a Monty Python sketch featuring a game called "Drabble." Fanfiction communities, especially on Usenet and later LiveJournal, adopted the exact 100-word format as its own recognized fic type from the late 1990s onward, complete with its own dedicated challenge communities and word-count-policing culture.
