What Does This Mean?
Fanfiction based on another fan work rather than only on the original source, so that a fan story becomes the canon for a new story. It is a weak entry: the phrase "recursive fic" is not defined by a source opened here.
REAL-WORLD EXAMPLE
""This is a recursive fic: it continues a story that was itself written as a sequel to someone's fic.""
LORE & ORIGIN
Wikipedia's Fan fiction article has a section headed recursive, meta and fan-verse works; the portion read says stories based on an existing fan work are called "remix" on Archive of Our Own, which supports the idea of fic built on fic but does not define "recursive fic". Fanlore returned HTTP 403. No coiner or first use is known.
