What Does This Mean?
The practice, as described by Reddit users, of deliberately adding noise to the displayed up and down vote totals on a post or comment so that the number you see is not the exact count. The usual stated purpose is to make it harder for spammers and bots to check whether their manipulation worked. It is why a score can differ slightly on refresh.
REAL-WORLD EXAMPLE
""My post says 1,000 upvotes, then 1,012, then 997; that is just vote fuzzing, not a bug.""
LORE & ORIGIN
The term is Reddit community and administrator jargon. The pages opened for this entry (Wikipedia's Reddit article and Know Your Meme's Reddit page) discuss voting but do not explain fuzzing, and no dated first use or source post was confirmed, so the purpose above is the commonly stated one rather than an official specification. It is a mechanism, unlike vote-manipulation or vote-brigading, which are things users do to the vote system.
