What Does This Mean?
From the viral line "世界是个巨大的草台班子" ("the world is one giant rag-tag/improvised theater troupe"), a meme/theory mocking how institutions and organizations everywhere are actually just winging it, far less competent or organized than they appear.
REAL-WORLD EXAMPLE
"The rocket launch got delayed by a spreadsheet typo -- proof that the world really is just a 草台班子 (caotai banzi)."
LORE & ORIGIN
The theory first appeared on Douban in the "我发现个规律" group in 2022, gained traction through 2023, and exploded in usage volume in 2024, when it was named a top slang term of the year. It is a genuinely 3+ year old meme by now, not a fresh 2024 coinage.
