What Does This Mean?
Literally "temporary worker"; in Chinese internet use, an ironic label for a low-level or short-term employee to whom an institution attributes a mistake, so that responsibility appears to lie with a nameless junior person. It is used sarcastically when an organization's explanation seems to shift blame downward.
REAL-WORLD EXAMPLE
"After the company blamed the incident on one employee, a user commented, "又是临时工干的。""
LORE & ORIGIN
The literal sense is an ordinary labor term. Chinese Wikipedia notes that temporary workers are often the first to be dismissed when something goes wrong and thus serve as scapegoats, and lists news and commentary headlines from 2012 and 2013 in which officials blamed temporary staff for incidents, along with a later shift toward other labels such as intern. No dated first use of the sarcastic sense is documented here.
