What Does This Mean?
Flooding a live chat, most often on a streaming service such as Twitch, with long runs of the same emote or many emotes in a row, usually in reaction to a moment on stream. Emotes are the image-based or word-based expressions that stand in for an action in chat, similar to emoji.
REAL-WORLD EXAMPLE
""The streamer hit the last-second win and chat turned into pure emote spam.""
LORE & ORIGIN
Wikipedia describes emotes as image-based expressions used frequently in the chat of the streaming service Twitch; it does not define the spamming practice itself, so the phrase is described here from that general usage. Recent term; no dated source found yet for the exact wording.
