Shenma Dou Shi Fuyun (神马都是浮云, "whatever is just floating clouds") is a catchphrase meaning nothing really matters in the end, using "神马" as an internet-slang homophone stand-in for "什么" ("what").
REAL-WORLD EXAMPLE
"Lost the promotion, missed the flight -- whatever, 神马都是浮云 (shenma dou shi fuyun), it's all floating clouds anyway."
LORE & ORIGIN
The 神马/什么 homophone substitution predates it, but the phrase's viral breakout traces to the "小月月" (Xiao Yueyue) saga -- a viral October 2010 Tianya forum post by user "蓉荣" describing a friend's outrageous behavior on a National Day trip -- after which commenters used the phrase to express exasperated resignation.
