What Does This Mean?
お気持ち表明 (okimochi hyōmei, "statement of feelings") literally means announcing one's feelings. Online it names a post or blog entry in which a person lays out their own emotions or opinions, often at length, and it is frequently used with an ironic edge, since the honorific お on an individual's opinion can suggest they expect it to be treated as weighty. The tone depends on who uses it: some people use it neutrally for any personal statement.
REAL-WORLD EXAMPLE
""運営のお気持ち表明が長すぎて、読むのに五分かかった。" (The operator's お気持ち表明 was so long it took five minutes to read.)"
LORE & ORIGIN
The word お気持ち became familiar to the public through coverage of the Emperor's video message of 8 August 2016, which nippon.com reported under a subheading about the message hinting at his wish to abdicate. The ironic online sense is a later extension; the Nico Nico Pedia entry could not be opened, and no dated source for the first slang use was found. This entry describes the usage only and does not refer to any named person's posts.
